I believe the fuses are No 22 & 23 from memory but check your fuse card or search the forum. If your fuses are fine i would get a multimeter and measure for voltage at the switch, then with the switch on check at plug on the lights, then the bulb holder. Both Jettas and Golfs have some issues with the rear bulb trays getting water in them and rusting when the tail lamp seals start leaking.
