The solution was to go into server properties and change the render distance to 12 chunks or higher so that mobs would for sure despawn when unloading chunks. After you’ve done that just run or fly around all the chunks you’ve already loaded and that might fix it.
This would only ever set the world spawn to the location of the command, not to the player. Replace as with at and it should work. In total; /execute at @p[name=playername] run setworldspawn ~ ~ ~

In my adventure map, I have set the world spawn point, but any player that i invite, still spawns somewhere else. The players have both been in the world working on it with me at various times so perhaps when they spawn in it remembers where they last were instead of sending them to the spawn point? Just grasping for answers here.
